Council of Professional Associations on Federal Statistics (COPAFS)
Mr.
Spar is the Executive Director of the Council of Professional Associations
on Federal Statistics (COPAFS), where he acts as an advocate for
the development and dissemination of high]quality federal statistics. He
has consulted on statistical policy issue for organizations including
the United Nations, the U.S. Environmental Protection Agency, the
U.S. Census Bureau, the Bureau of Transportation Statistics, and
the Office of Economic Cooperation and Development. Mr. Spar
has worked closely with the Office of Statistical Policy of the
United States Office of Management and Budget (OMB) in the area
of geographic and economic classifications and has testified before
the United States Congress on issues relating to the quality and
timeliness of federal statistical policy. In 1990, he was
elected a Fellow of the American Statistical Association. From
1971-1992 Mr. Spar was President of Market Statistics, a demographic
research firm. Mr. Spar has published numerous articles on
the development and uses of demographic data and presented papers
to organizations such as the International Association on Official
Statistics, the International Statistical Institute, Market Research
Council, the American Statistical Association, the American Marketing
Association, the U.S. Bureau of the Census, and many others.
